What Is a Temporary Residence Permit in Latvia?

What Is a Temporary Residence Permit in Latvia?

If you are planning to relocate to Latvia for an extended period, one of the first immigration terms you will encounter is a Temporary Residence Permit (TRP).

A Temporary Residence Permit is an official document that grants a foreign national the legal right to reside in Latvia for a specified period of time. Depending on the legal basis for the permit, it may be issued for several months or several years and can generally be renewed.

Holding a Temporary Residence Permit allows a person to live in Latvia and, in certain cases, to work, study, conduct business activities, and exercise other rights provided by Latvian law.

Once a foreign national receives their first Temporary Residence Permit, they are assigned a Latvian Personal Identity Number. This number remains linked to the individual throughout their entire immigration history in the Republic of Latvia. It is used when dealing with government authorities, banks, healthcare institutions, employers, and various other public and private organizations.

Together with the residence permit, the foreign national receives a Latvian electronic identity card (eID), which serves as an official identity document within Latvia. The eID card enables access to government e-services, allows the holder to obtain and use a qualified electronic signature (eParaksts) for remote document signing, and serves as proof of identity when accessing a wide range of public and private services.

In addition, a valid residence permit card, together with a valid passport, allows the holder to travel freely within the Schengen Area in accordance with the applicable short-stay regulations.

What Is the Difference Between a Temporary Residence Permit and Permanent Residence?

Permanent Residence (PR) is generally the next stage following a period of lawful temporary residence in Latvia.
The key differences are as follows:
  • A Temporary Residence Permit is issued for a limited period and must be renewed periodically.
  • Permanent Residence grants the right to reside in Latvia indefinitely, provided the legal requirements continue to be met.
  • In most cases, applicants must have legally resided in Latvia for at least five consecutive years, demonstrate sufficient financial means for subsistence (not lower than the minimum wage established in Latvia), and prove Latvian language proficiency at a minimum A2 level.
Permanent Residence provides a more secure and stable immigration status and eliminates the need for regular permit renewals. However, a permanent resident remains a citizen of their country of nationality and does not obtain all the rights enjoyed by Latvian citizens.

It is important to note that eligibility requirements for Permanent Residence may vary depending on the specific immigration category. Therefore, each case should be assessed individually in accordance with the applicable legislation.

What Is the Difference Between Residence Status and Citizenship?

Even after obtaining Permanent Residence, an individual remains a citizen of their home country.

Latvian citizenship provides significantly broader rights than either Temporary or Permanent Residence, including:
  • the right to vote in elections;
  • eligibility for certain public offices and government positions;
  • the right to obtain a Latvian passport;
  • the unrestricted right to reside in and return to Latvia;
  • full protection by the Latvian state as one of its citizens.

While Temporary and Permanent Residence allow a person to live in Latvia, citizenship establishes a full legal bond between the individual and the state.

On What Grounds Can a Temporary Residence Permit Be Obtained in Latvia?

Latvian immigration legislation provides several principal grounds for obtaining a Temporary Residence Permit, including:

  • employment based on an employment contract;
  • the European Union Blue Card for highly qualified professionals;
  • studies at a Latvian educational institution;
  • family reunification;
  • business activities and entrepreneurship;
  • investment;
  • scientific or research activities;
  • religious activities;
  • internships and traineeships in specific cases;
  • other grounds provided for by the Immigration Law.
